The Pakistan document path

Since March 2023 Pakistan uses the apostille. The Italian Embassy in Islamabad now accepts only apostilled documents; it stopped consular legalization in November 2024. So your family's income and asset documents no longer need the old embassy stamp chain. Each document is issued in Pakistan, apostilled by the Ministry of Foreign Affairs (MOFA), and translated into Italian. Then you take the full set to a DiSCo-approved CAF. This path is simpler than before — but it is new. Start early, and ignore older web pages that still tell Pakistani students to use consular legalization.

What the ISEE parificato measures

The is worked out from your family's 2024 income and the assets they held on 31 December 2024. To qualify you must stay at or below €28,339.88 ISEE and €61,608.48 ISPE.

You sign it in person at a DiSCo-approved by 10 December 2026 ( ). This deadline is hard — miss it and you are excluded, with no fix.

The apostille route

Pakistan joined the Hague Apostille Convention in 2023, and Italy accepts the apostille. So each document needs one apostille from Pakistan's Ministry of Foreign Affairs plus a certified Italian translation — no more embassy legalization. Kazakhstan documents use the .

  1. 1Get each document from the issuing office in Pakistan (below). Some documents must first be attested by another Pakistani body before MOFA will apostille them.
  2. 2Have each document apostilled by Pakistan's Ministry of Foreign Affairs (MOFA), through apostille.mofa.gov.pk or a MOFA camp office (Islamabad, Lahore, Karachi, Peshawar or Quetta).
  3. 3Get a certified Italian translation of every apostilled document.
  4. 4Take the full set, in person, to a DiSCo-approved CAF in Lazio for the ISEE parificato.

The documents to gather

Each in Pakistani rupee’s language and Italian, apostilled where required. Amounts are stated in Pakistani rupee (PKR).

Use the apostille, not the old embassy route — and ignore stale instructions

Pakistan only switched to the apostille recently, and the Italian Embassy in Islamabad stopped consular legalization on 18 November 2024. Many university and agency pages still tell Pakistani students to legalize documents at the Italian Embassy, or to get a 'declaration of value' (dichiarazione di valore). That route is now closed and those pages are out of date. Before you spend money, confirm two things with your CAF: that they want each document apostilled by MOFA, and which exact documents they need for the ISEE parificato. If anything is unclear, the CAF or DiSCo Lazio is the office to ask.

Each document has its own Pakistani attestation chain — start early

An apostille is one stamp, but many documents must be attested by another Pakistani authority first. The FBR verifies its income certificates, the bank officer must stamp the bank papers, and NADRA issues the FRC that MOFA then attests directly. Collecting these papers, apostilling them at MOFA, and translating them into Italian takes weeks. Begin as soon as you decide to apply.

The route is solid. Pakistan acceded to the Hague Apostille Convention (in force 9 March 2023), Italy did not object to that accession, and the Italian Embassy in Islamabad now accepts only apostilled Pakistani documents. So the apostille — not consular legalization — is the current, correct route. Less settled is the fine detail: the switch is recent, some Pakistani documents (such as land registry papers) are hard to apostille, and each document type has its own prior-attestation steps that can change. Confirm the exact document list, and the property-document question, with your CAF before you begin.
